Richard Ostrov has practiced environmental and administrative law for 44 years. He began his  career with the U.S. Environmental Protection Agency (EPA) in Washington, DC, principally working on Air and Superfund cases, and then as Associate and Of Counsel in the law firm of Rivkin, Radler, Dunne and Bayh.  Upon moving to New York,  he represented the New York State Department of Environmental Conservation (DEC) in the full range of Environmental Conservation Law enforcement, regulatory compliance and permitting matters, first as an Assistant Regional Attorney and finally as the DEC Region 4 Capital District Regional Attorney.

His areas of expertise include  environmental law and local land use due diligence reviews for solar and wind energy facility purchase and sale transactions;  representing clients in permit and compliance actions before the DEC, EPA and  the Army Corps of Engineers;  Brownfield Clean Up Application development;  and Phase I and II Environmental Site Assessment Report risk analyses.

In addition to his extensive legal background,  Rich is able to use his knowledge in geology and planning to better position the client to achieve their objectives.
